A Scottish Government-Backed Partnership: Building Personalised Intelligence for an Entire Nation of Entrepreneurs

Entrepreneurs in Scotland face a fragmented support ecosystem — hundreds of funding programmes, grant deadlines, business events, regulatory changes, and market opportunities scattered across dozens of sources. BobbAI’s mission was to cut through this noise: create a personalised, dynamic platform that surfaced exactly the right information for each entrepreneur, at the right time.

BobbAI was built through the Scottish Government’s CivTech Challenge 10.11 — a prestigious public sector accelerator that partners technology companies with government agencies to develop AI solutions for real-world public service challenges. CivTech is run directly out of the Scottish Government and provides funding, access to government data, and a route to procurement for successful participants. BobbAI’s selection into CivTech positioned it as an officially recognised vehicle for the Scottish Government’s ambition to improve entrepreneur support across Scotland. BobbAI was subsequently cited in the Scottish Spending Review 2026 as a funded example of AI-driven public sector innovation.

To power the personalised intelligence at the heart of the platform, BobbAI needed a sophisticated AI backbone — one capable of ingesting broad external data, understanding each user’s unique business profile, and generating a tailored daily briefing for every entrepreneur on the platform. Building this from scratch would have been prohibitively complex and slow. BobbAI partnered with Coworker to deliver it.

The Solution: Coworker’s Platform as BobbAI’s AI Engine

Rather than building a generic chatbot or point solution, the team designed a deeply integrated architecture where Coworker’s core platform served as BobbAI’s intelligence engine. The integration was built around four core components:

Every BobbAI user — each entrepreneur — was represented as a unique user object within a dedicated Coworker network. Profile data including business context, sector, stage, goals, and challenges was passed from BobbAI to Coworker via a custom API, allowing Coworker’s AI to tailor every output to that specific individual. This meant an early-stage food startup in Dundee would receive entirely different intelligence from a tech scale-up in Edinburgh.

2. Custom “Need to Know” Report Generation

At the heart of the platform was a bespoke AI report generation system — the “Need to Know” (NTK) briefing. Coworker’s team designed and tuned a custom prompt system that synthesised external news, funding opportunities, events, regulatory updates, and market intelligence into a structured, actionable daily briefing — modelled on the format of a presidential intelligence briefing, covering Funding, Events, Market Insights, and Courses & Guides. Every report was unique to each user’s business context.

3. Scalable Report Delivery via API

Coworker built a production-grade report delivery infrastructure. When a new personalised report was generated for an entrepreneur, it was pushed in real-time to BobbAI’s systems via a secure webhook endpoint, with full support for batch generation across the entire user base. The team supported regeneration workflows and iterative prompt refinement to continuously improve output quality.

4. Full User Lifecycle Management

Coworker provided a complete suite of user management APIs — enabling BobbAI to create users, update profiles as entrepreneurs’ businesses evolved, and manage user access. This allowed BobbAI to maintain a live, dynamic user base where Coworker’s intelligence layer stayed in sync with each entrepreneur’s current situation.

Coworker’s team built and maintained a bespoke prompt system tuned specifically for BobbAI’s Scottish entrepreneur context — covering sector-specific funding, local events, and Scotland-specific regulatory changes. The prompt was actively iterated based on user feedback to improve formatting, relevance, and tone.

Network Isolation & Security

BobbAI operated as a dedicated, isolated network within Coworker’s platform — ensuring user data was scoped appropriately and API keys were network-specific.
